刘鹏\u003c/p\u003e\u003cp\u003e12月21日，第十四届全国政协经济委员会副主任尹艳林，在中国财富管理50人论坛2024年会上，针对“增强资本市场内在稳定性长效机制”提出三方面建议：加快提高直接融资比重、健全多层次资本市场体系、深化主板和创业板市场改革。\u003c/p\u003e\u003cp\u003e\u003c!--IMG_0--\u003e\u003c/p\u003e\u003cp\u003e谈及我国金融市场的融资结构，尹艳林表示，目前仍是以间接融资为主，很难适应创新发展的需要。\u003c/p\u003e\u003cp\u003e“只有提高\u003c!--SECURE_LINK_BEGIN_0--\u003e直接融资\u003c!--SECURE_LINK_END_0--\u003e比重，打开市场资金活动的可能边界，着力优化直接和间接融资、股权和\u003c!--SECURE_LINK_BEGIN_1--\u003e债权融资\u003c!--SECURE_LINK_END_1--\u003e比例关系，建立健全结构合理的金融市场体系，才能为资本市场稳定发展提供更多的源头活水。”因此，尹艳林认为，要做到“一个纠正、两个不怕。”\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--MID_ARTICLE_AD_0--\u003e\u003c!--PARAGRAPH_0--\u003e\u003cp\u003e“一个纠正”具体指，要纠正“市场资金离开银行体系就是脱实向虚”的认识误区，发展直接融资就是要让资金从银行这个间接融资体系中出来，通过各种途径进入直接融资市场。\u003c/p\u003e\u003cp\u003e他认为，这些途径不管形式如何，恰恰是实实在在的资金流动通道，没有这些通道，资金不可能或者很难直接进入实体经济。“现在的一些措施，保护了银行体系，同时也困住了银行体系，加大了银行放贷的压力，增加了整个社会资金成本和债务率，只有减少企业对银行信贷的过度依赖，才能降低金融\u003c!--SECURE_LINK_BEGIN_2--\u003e系统性风险\u003c!--SECURE_LINK_END_2--\u003e。”尹艳林强调。\u003c!--MID_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--MID_ARTICLE_AD_1--\u003e\u003c!--PARAGRAPH_1--\u003e\u003cp\u003e而“两个不怕”首先是要不怕资金体外循环。\u003c/p\u003e\u003cp\u003e“体外循环是指社会资金不是先进入银行体系，再由银行分发给各实体经济部门，而是由市场中介机构渠道吸收、汇集再直接投向相关的领域、行业或市场。”尹艳林表示，“体外”是相对于银行体系来说的，包括理财、公募、私募、天使、风投等等都是这种中介和渠道。\u003c!--MID_AD_2--\u003e\u003c!--EOP_2--\u003e\u003c/p\u003e\u003c!--MID_ARTICLE_AD_2--\u003e\u003c!--PARAGRAPH_2--\u003e\u003cp\u003e他认为，要大力培育耐心资本，完善私募股权和创业投资“募、投、管、退”支持政策，引导投早、投小、投长期、投硬科技。\u003c/p\u003e\u003cp\u003e另一个“不怕”是指不怕非系统性风险的存在。“防范风险是金融监管的永恒主题，但要守住的是系统性风险的底线，而不是所有风险。”尹艳林认为，金融的本质是风险定价，将不同风险的融资需求配置给不同风险投资者，没有风险就没有金融。\u003c!--MID_AD_3--\u003e\u003c!--EOP_3--\u003e\u003c/p\u003e\u003c!--MID_ARTICLE_AD_3--\u003e\u003c!--PARAGRAPH_3--\u003e\u003cp\u003e比如，科技型企业，普遍具有专业性强、抵押物少、成长性和风险性双高的特点，这决定了科技金融需要资本市场通过风险定价来完成资金配置。\u003c/p\u003e\u003cp\u003e“所以投资者和监管者都要重视市场风险，要容忍市场自我调节，释放点上或者局部的风险，让市场规律真正起作用。”他进一步强调。\u003c/p\u003e\u003cp\u003e同时，他认为应着力加强多层次资本市场投融资功能，使直接融资特别是\u003c!--SECURE_LINK_BEGIN_3--\u003e股权融资\u003c!--SECURE_LINK_END_3--\u003e比重显著提高。\u003c/p\u003e\u003cp\u003e对比美国的金融体系，尹艳林分析，美国多层次的资本市场结构满足不同类型企业的融资需求，构成了一个梯级明显、功能完备、层次多样的平台体系。\u003c/p\u003e\u003cp\u003e同时，他认为要坚持主板、\u003c!--SECURE_LINK_BEGIN_4--\u003e科创板\u003c!--SECURE_LINK_END_4--\u003e、\u003c!--SECURE_LINK_BEGIN_5--\u003e创业板\u003c!--SECURE_LINK_END_5--\u003e错位发展，深化\u003c!--SECURE_LINK_BEGIN_6--\u003e新三板\u003c!--SECURE_LINK_END_6--\u003e改革，促进区域性股权市场规范发展。\u003c/p\u003e\u003cp\u003e“建设多层次资本市场，大力发展新三板，落实分层交易机制，提高市场流动性与交易的活跃性，规范发展区域性股权交易中心，推动区域性股权市场规则、标准统一。”尹艳林进一步提出建议，要鼓励优质中小企业、科技企业等改制上市，到全国中小企业股份转让系统以及区域性股权交易市场注册挂牌。\u003c!--MID_AD_4--\u003e\u003c!--EOP_4--\u003e\u003c/p\u003e\u003c!--MID_ARTICLE_AD_4--\u003e\u003c!--PARAGRAPH_4--\u003e\u003cp\u003e针对如何深化主板和创业板市场改革，尹艳林提出五个方面重点：\u003c/p\u003e\u003cp\u003e一是要把重点放到搞活多层次资本市场上去，尽可能放宽新三板、区域股权市场的上市条件。\u003c/p\u003e\u003cp\u003e二是在完善转板机制上下功夫，使好的企业真正愿意先到新三板去，把更多的上市资源给新三板公司。“可以考虑设计一种制度，只要在低层次市场上达到一定标准就自动转板，增加透明度。”\u003c/p\u003e\u003cp\u003e三是在目前主板和创业板市场上实行真正的注册制，增强市场的活跃度。\u003c/p\u003e\u003cp\u003e四是扩大资本市场对外开放，吸引更多外资入市，提高市场流动性，优化投资者结构。\u003c/p\u003e\u003cp\u003e五是改革综合指数编制方法。\u003c/p\u003e\u003cdiv
